Pat oversees and manages all private/public work in the Mid-Atlantic region including Pennsylvania, New Jersey, Delaware, Virginia, West Virginia, Ohio and North Carolina. Pat has over 33 years of industry experience and has a master’s degree in Urban and Regional Planning from the University of Pittsburgh.
James Vetterlein
Principal / Co-Founder
Jim oversees and manages all private/public work in the New York/New England region including New York, Maine, Massachusetts, Connecticut, New Hampshire, Vermont and Rhode Island. Jim has over 35 years of industry experience and has bachelor’s degree in Urban and Regional Planning from Bloomsburg University.

Brock Brison
Mid-Atlantic
Operations Manager
Brock has worked for Tri-State since 2001. He currently manages all of the job scheduling for the Mid-Atlantic region as well as staff training and hiring. Brock has a degree in History from Duke University.

Ben Karz
New York/New England
Operations Manager
Ben has over 16 years of experience with
Tri-State in traffic data collection. Ben currently manages our NYDOT and MaineDOT contracts. Ben has a degree in Emergency Management from State University of New York and served in the US Army as a jump medic.

John Franklin
Mid-Atlantic
Field Manager
John has over 18 years of traffic data collection experience. He is the Tri-State vehicle fleet and equipment manager while helping manage Mid-Atlantic field work. John has a degree from Penn State University in Criminal Justice.

Phyllis Barlow
Data Quality
Control Analyst
Phyllis has been working with Tri-State since 2002. In her early career with Tri-State Phyllis helped conduct over 3,000 turning movement counts both manually with an electronic count board and with camera video based counts. She now helps manage administrative matters including traffic data review and quality control.

Herb Donovan
New York DOT Field Manager
Herb has over 12 years of experience on NYDOT contracts. He currently oversees crew training and quality control. Herb has a degree in finance from the State University of New York and served in the US Army as a heavy equipment operator.

Corey Mount
New York DOT Field Manager
Corey has been with Tri State since 2020. Corey helps manage crew training and NYDOT data submissions. Corey also helps supervise NY private work. Prior to this, he worked as a CNC Machinist in the Aerospace Industry.

Mark Cormier
Maine & New Hampshire Field Operations Manager
Mark has four years experience with Tri-State in Traffic Data Collection in Maine and New Hampshire. Mark has conducted over 3,500 machine ATR counts over this time-period and has extensive experience conducting video-based turning movement counts. Mark holds a degree in small business management from Northern Maine Technical College.

Jason Huner
NYDOT Crew Chief/Private Work Job Manager
Jason has been working in the traffic data collection industry since 2018. He has worked on traffic data collection contracts for ColoradoDOT, CaliforniaDOT and currently with NYDOT. He has conducted over 10,000 machine ATR counts and has experience with a variety of different ATR devices and cameras. Jason studied Computer Information Sciences in College.
